1️⃣ Licensing & Entity Registration

In Arizona, nearly all construction trades — including Electrical, Plumbing, HVAC/Mechanical, General Building, and Specialty work — are licensed through the Arizona Registrar of Contractors (ROC).

Trade Note: Arizona splits classifications into Residential (R), Commercial (C), and Dual (CR). Electrical, Plumbing, HVAC, and General Building contractors often choose CR for expanded scope.

2️⃣ OSHA & Safety — ADOSH (Arizona State Plan)

Arizona operates its own OSHA-approved State Plan through the Arizona Division of Occupational Safety & Health (ADOSH). MOST private construction work in Arizona falls under ADOSH jurisdiction.

Safety Tip: Arizona enforces additional rules for fall protection, trenching/excavation, asbestos, and heat-exposure on construction sites — especially in high-heat counties.

3️⃣ Arizona Construction Law & Mechanics’ Liens

Arizona mechanics’ lien laws are strict — especially regarding preliminary 20-day notices. Lien rights fall under A.R.S. Title 33.

Important: A Preliminary 20-Day Notice is REQUIRED on most jobs to preserve lien rights. Incorrect licensing can also void lien rights.

4️⃣ DBE, SBE, MBE & Small Business Certification (Arizona)

Arizona uses the Arizona Unified Certification Program (AZUCP) — a federal/state partnership for DBE certification. The state also supports small businesses through ADOT and local partner agencies.

Trade Angle: Electrical, HVAC, Plumbing, and General Contractors use DBE/SBE certifications to gain visibility and partner on ADOT, municipal, aviation, and transit projects.

5️⃣ Bids, Vendor Registration & Arizona State Work

After licensing and certification, register as a vendor and begin tracking open solicitations across Arizona agencies.

Tip: Combine APP registration with DBE/SBE status for the strongest presence on transportation and municipal work in Arizona.
